This graph shows levels of radiation and how much radiation is required for certain tissue damage. Most cell phones cannot release anywhere near this much radiation, but over an extended period of exposure, the tissue cells would be weakened to the point  where a much lower level of radiation could cause the same effects as much higher levels of radiation.
